In 1888 when Anthony Higgins was elected Senator, his cause was ardently espoused by Knowles and as a reward for his services to his Republican party he was appointed by President Harrison in 1889 as consul to Bordeaux, France. No younger man was ever appointed to one of the high-class Counsulships. At the end of his term in 1893 he returned to Wilmington and resumed his law studies. In May 1895 he was admitted to the bar and formed a partnership with City Solicitor Robert C. Harman. In Dec. 1906 he was appointed as U.S.Minister to Roumania and Servia. On April 20, 1897 he was married at St. James' Episcopal Church on Madison Avenue in New York City. It was a very brilliant affair even for New York, with more than 500 guest entertained at the home of the bride.
